Potomac River Tunnel Project
The Potomac River Tunnel is a major component of the DC Clean Rivers Project. The project consists of a large deep sewer tunnel, diversion facilities and support structures. The tunnel is being planned to capture flows from the existing combined sewer overflow points along the Potomac River from the Lincoln Memorial to Georgetown. DC Water is proposing to construct the Potomac River Tunnel primarily on National Park Service (NPS) property in the National Capital Region within the Chesapeake and Ohio Canal National Historical Park, Rock Creek Park, and the National Mall and Memorial Parks in the District.
In accordance with the National Environmental Policy Act (NEPA) of 1969, 42 U.S.C. 4332(2)(C), the National Historic Preservation Act (NHPA), and other laws, regulations and policies, DC Water and the NPS are preparing an Environmental Impact Statement (EIS), which will evaluate potential impacts of the construction of the Potomac River Tunnel on the natural, cultural and human environment. The NPS and DC Water are co-lead agencies in the development of the EIS.
As part of the initial EIS process, DC Water held a public meeting to share information and receive public comments on the proposed Potomac River Tunnel Project in Summer 2014. After a public comment period, the issues were reviewed and incorporated into the EIS. Since that time, design alternatives have been under development and will be presented to the public in Spring 2017 for further review and feedback. An additional comment period on the findings of the EIS will occur following its public release. An overall schedule for the Potomac River Tunnel EIS is included below.
